This is a small manual brush designed to clean a 3D printer nozzle. It uses a silicone nozzle wiper from the Elegoo Centauri Carbon. It can also be used to clean the tip of a soldering iron, especially if you accidentally melt plastic onto it, since standard brass cleaning balls are not very effective at removing melted plastic.
