This is a completely new design that didn't start out with any power in mind, but it reminds me of an angry cloud, so I gave it the power of chain lightning. Chain lightning affects multiple targets at once as opposed to electricity. The original version fits only metru heads, but I also included a slightly modified and slightly larger version to fit mata heads too.
